לֹא-יִהְיֶה כְלִי-גֶבֶר עַל-אִשָׁה וְלֹא-יִלְבַּשׁ גֶּבֶר שִׂמְלַת אִשָׁה כִּי תוֹעֲבַת יְהוָה אֱלֹהֶיךָ כָּל-עֹשֵׂה אֵלֶּה:
The above verse closely translates to:
There shall not be a man's garment upon a woman, neither shall a man put on a woman's garment; for the abomination of YHWH thy Eloheim hath he done all this.
In the KJV translation it stated a woman shall not לִלבּוֹשׁ (wear) nor a man להתלבש (put on). This would stipulate that a woman must not go out doors in anything male, and a man cannot even put on or dressup in anything feminine.
Many will argue that pants were made for men and women, but in studies way back to the phoenicians they were the people who invented trousers, and did so solely for men. Somewhere in France during the 1940s a French woman by the name Shinelle wore her man's trousers around the town in defiance; She later fashioned trousers for women. This also spearheaded women wearing trousers in the US especially during WWII, when the women took to the factories.
